New Skilled Migrant Rules Take Effect August 2026

Finally, we have an announcement to open pathways to residence for skilled migrant workers who do not hold formal qualifications and those working in trade and technical roles.
Several changes will roll out next year to SMC, including:
- People holding a skilled job (ANZSCO level 1 to 3) in New Zealand and have 5 years relevant work experience (of which at least 2 years was completed in New Zealand) and are paid at 1.1 times the median wage, become eligible for residence.
- Trade and technical workers on an approved list (not yet relased) who hold a relevant qualification at Level 4 or above and 4 years post-qualification relevant work experience (of which 18 months or more was completed in New Zealand and paid at or above the median wage) become eligible for residence.
- Increased points for international students who complete a New Zealand Masters degree, bachelor’s degree, honours degree, postgraduate diploma or postgraduate certificate. This will open pathways to residence for international students, provided they have secured skilled employment.
- Red list introduced – will lists occupations excluded from 1 and 2 above.
- Amber list introudced – will list occupations that have additional requirements to access 1 above, but are excluded from 2.
People applying under SMC are still required to hold skilled employment in New Zealand (or have an offer of skilled employment), meet English language, health and character requirements.
Migrant workers and their families who have been closed out from applying for residence now have a new option in 2026. More information will be released next year, with the rules changing in August 2026. Malcolm Pacific Immigration will keep you updated.
Notes:
- The current median wage is NZD 33.56 per hour. NZD 36.92 is 1.1 times the median wage (see point 1 above). The median wage rate may increase in 2026.
- Occupations that will be listed on either the Red or Amber lists have not been announced. Expect more news in 2026.
- Anyone claiming points for a New Zealand postgraduate diploma or postgraduate certificate must already hold an undergraduate degree.
