Entry to New Zealand is controlled by a government agency called Immigration New Zealand. Decisions are made under the authority of an Act of Parliament and its multiple amendments and subsequent Regulations; published policy and amendments; and in accord with various Internal Amendment Circulars and Ministerial directives.
While the process is, technically, transparent; working out your own eligibility in any particular case can be confusing, especially if you are relying on general descriptions of policy; intended to be helpful but lacking or glossing over the detail. Words can sometimes have meanings, in Immigration policy, that are different to your common understanding.
